Procedural History

The Petitioner/father appealed district court ruling (see Blondin I) denying his petition for the return of his children to France. The appellate court upheld the district court's finding of fact, but remanded for further consideration a determination as to the range of remedies available which might allow the children to return to their home country, with protection from further harm, pending a custody determination by a French court with proper jurisdiction.
